After the founding of the United Federation of Planets in 2161, the site was used for the Federation Starfleet. The Headquarters complex was originally built as the command center of the United Earth Starfleet in the early 22nd century on what was previously a portion of Golden Gate National Recreation Area in Marin County, overlooking Horseshoe Bay.
